Dr. Andrej F. Plesničar is a seasoned medical doctor with extensive experience in clinical and experimental oncology, public health, and social medicine. His early career was rooted in cancer research and direct patient care, where he contributed to both the advancement of oncological science and the compassionate treatment of individuals facing complex diagnoses. During this time, he participated in various clinical studies and experimental treatments, deepening his understanding of the interplay between research and real-world healthcare outcomes.

Over time, Dr. Plesničar’s professional interests evolved toward the broader, systemic dimensions of healthcare. Recognizing the critical role of policy, governance, and resource allocation in shaping patient access and quality of care, he shifted his focus to the structural and economic frameworks underpinning health systems. His work is now particularly centered on issues of fairness, efficiency, and sustainability in healthcare financing — with a special emphasis on health insurance payment systems.

Currently, Dr. Plesničar serves as an advisor at the Health Insurance Institute of Slovenia, where he plays a key role in the formulation and implementation of evidence-based, transparent, and equitable healthcare payment models. His contributions support the development of financing practices that aim not only to ensure the sustainability of healthcare systems but also to promote just and accessible care for all citizens.
