Jian Guan, M.D. is a Chinese medical scholar and administrator specializing in medical research management, health data governance, and medical ethics. He is affiliated with the National Population and Health Scientific Data Centre and Peking Union Medical College Hospital, under the Chinese Academy of Medical Sciences and Peking Union Medical College. He serves as a Professor at PUMC Hospital and plays an active leadership role in national medical research administration.
Professor Guan has been appointed Chairperson of the Science Research Administration Branch of the Chinese Medical Association, contributing to policy development and academic coordination in China’s medical research community. He also holds important editorial positions, serving as Deputy Editor-in-Chief of the Journal of Chinese Medical Ethics and the Chinese Journal of Medical Research Management, as well as Editor of the Journal of Bio-X, where he supports scholarship in interdisciplinary biomedical innovation.
With more than 80 published academic articles, Professor Guan’s work focuses on the governance, regulation, and ethical management of medical scientific data. His representative publication is the book Governance and Management of Medical Scientific Data Sharing and Application (Scientific and Technical Document Press, Beijing, January 2023), in which he authored a full chapter addressing frameworks for medical data sharing, compliance, and institutional management in China. Through his academic, editorial, and administrative leadership, he has contributed significantly to advancing medical research governance and ethical standards in the Chinese healthcare system.
